New Jersey's written-estimate rule

New Jersey regulates automotive repair under the Consumer Fraud Act's automotive repair rules, N.J.A.C. 13:45A-26C. Under that regulation, a repair shop must give the customer a written estimate before starting most repair work — either a not-to-exceed price, or an itemized breakdown of parts and labor — and get the customer's authorization before proceeding. A customer can only waive the written estimate in a signed written statement. These rules cover general maintenance and repair; they carve out a short list of minor services like tire changes, oil changes, and installing wiper blades or light bulbs.
